Is there any reason that we can't have aluminum locks that would bog down grinders and destroy the disc. They could be big enough in diameter to resist bolt cutters and coated with Kevlar fabric to resist hacksaws. Maybe hardened steel is not the ideal material.
This is the reason why steel bikes should make a comeback because then you could simply charge the frame with 100,000 volts of pulsating electricity powered by a battery and a capacitor hidden in the seat tube.
