Surely you mean East of San Diego, since there's nothing West of San Diego except several thousand miles of salt water.

But yes, I actually took my kids sledding into those mountains last winter (or was it the winter before that? I'm not 100% sure.)

General guide to snow in Southern California:

* Below 1500': extremely unlikely to encounter
* 1500' to 3000': appears after winter storms, quickly melts
* 3000' to 5000': stays for a while after winter storms, results in road closures, skiing, snowboarding and sledding.
* 5000' and up: tends to stay November to May, unless cleared by the authorities.
