There is no way to do this with all new parts as cost effectively as a big manufacturer. Also you are asking what frame. You won't know what other parts to choose either. Now is sale season. Look for a good complete bike deal pit together by a knowledgeable bike company. When you have more money and well informed custom preferences, that is the time to custom build up a frame.
