generally called a bottom bracket
or bb
use a fixed cup on the drive side
and an adjustable cup on the non drive side

what you describe as dots
makes me think you are looking at the adjustable cup
which often had six small round holes on the outboard face
and was held in place with a lock ring

if i am correct
you need to remove the lock ring
usually done with a lock ring spanner
then the cup can be removed or adjusted with a pin spanner

however
for disassembly
the lock ring can usually be loosened with a punch and hammer
and the cup can often be removed by hand after the lock ring is off

installation of the cup can again be done by hand
but it is harder to get the lock ring tight enough without the proper tool

fwiw
a basic sealed cartridge bb is very reliable
and usually lasts for years before replacement is required
and only need one tool for removal and insertion
