It's entirely possible, in which case the question needs to be asked whether the large vehicle pulled up alongside the cyclist (in which case it's reasonable to expect the driver to notice the cyclist), or the cyclist pulled up alongside the large vehicle (in which case the driver may not even know there's a cyclist there). Even if the bike facility were removed, and "bike facility" often means little more than "strip of paint on the road", cyclists will still pull up alongside large vehicles at junctions even when there isn't a clearly marked bike lane.
