if your purpose is to have a second handlebar to use in a different position from the first handlebar
have you considered a trekking bar
like the one shown in the top right of the first array of pictures in
this link

if your purpose is to clear up clutter from all the bells odometers lights etc
cluttering your dashboard
then something like this might be the answer
but you cant actually use something like that as a handlebar
could be the answer

but you couldnt use something like that for a real handlebar
