My Falcon has the same lugs and seat stay arrangement. I've never seen that wrapover stay lug, which actually seems to be part of the lug (look at it from the back and you'll see what I mean) on a bike that wasn't a Falcon.
At any rate, your bike has road dropouts (derailleur hanger has been chopped off) and a track fork; so probably not the original fork.
