Gouged rims are rarely an issue. But the gouges on the lip that happen when you flat and don't stop fast enough, often have raised burs and sharp edges. These can cut or score tires leading to future blowouts.

Take a file, or sandpaper wrapped around a paint stirrer, and clean up the damaged area. It isn't necessary or better to go to the bottom of the gouges, you just want to get the raised edges off, and make it smoother overall.
