Just because the US has already reduced a bit, it still makes FAR too much. That is why they have been and will continue to be shunned, critizised, and hated for not signing Kyoto.
China was given a pass because they are considered a developing country under the terms of Kyoto. Countries that are so designated are asked to do little or nothing under Kyoto, which is sort of a tacit admission of what an economy wrecker Kyoto can be for certain countries.
