On average spoke length changes 1mm for every 10mm the flange is from the center. So if the hub's CTF distances are different by 10mm, you'd expect a 1mm difference in spoke length. (same length can be used in most cases).
It's also possible to lace wheels with different length spokes on the same flange. Let's say the wheel calls for 290mm spokes. You can lace with 295 in one direction and 285 in the other. This is an extreme case, but I've often alternated lengths when the right length wasn't available, usually by only 1-2mm.
Years ago, some of us considered building wheels this way, twisting the hub so the pulling spokes had a longer lever arm and in theory would handle torque better. We built a number of wheels this way before deciding that it wasn't worth the effort. Just another wheel experiment before going back to basics.
