There is a lot of variability in tire/fork/brake clearance as you just found out. What works is what works not what some manufacturer tells you "should" work. I'd just switch to 23c tires (or tyres if you prefer). It wouldn't surprise me that if you measured out the conti 25c you are using, it would measure out a bit wider than the nominal size. You are probably near the operational limits of your gear.
