Woo hoo; just checked and 4.3 is on its way. I hope I can get ANT+ support. Anyone know a site which might discuss going about getting it to work?

UPDATE: I finally got 4.3 to install on my S4 and it indeed works with iPBike without the dongle. Woo hoo!
