Basically, the amount of "rotation" of your foot allowed by the pedal/cleat system while your foot/shoe is snapped into the pedal. Some combinations allow zero rotation, some a heck of a lot (Speedplay comes to mind), and some are somewhat adjustable (via the selection of different cleats, for example). You have to decide if you like/need your foot to move while engaged with the pedals...
