November Bikes is announcing their new frame tomorrow, you should consider it given what you are looking for. I can recommend them, they're local to me, very customer oriented, make excellent products. I got to ride their prototype for awhile (I know one of the owners), it's a phenomenal frame .. and I'm planning on getting one myself! Wouldn't feel right recommending something I wasn't going to get myself. They aim their market at independent racers it seems, but they're for the masses. Their new bike is all-day comfort, light weight, sturdy. I think it will take 28c as a max, but they'll probably announce that tomorrow. Check it out!
