I'm having the same issue (6'4" 195lbs). I've been searching some and I found the Louis Garneau elite bibs at performance bike. They have an 11.25" inseam according to the specs. Not sure what size this refers to. I'm guessing large. That's about the longest inseam I've found for shorts. Haven't tried them yet it was -6F this morning. They seem to be more of a warm weather bib from what I understand.
