+1000 to the two posts above.

Cable housing works by providing a continuous flexible tube of fixed length for the inner wire to run through. To work, both ends have to fixed rigidly to stops (aka fulcrums) at each end, so there's a fixed length run from lever to derailleur.

Start with understanding the basic principle, then look at your bike and see where you're going wrong.
