Frozen small screws are dangerous to try to remove. The shank strength is often less than adequate to break them loose. If you just bought it, you're best off trying to return, though that door may be closed if you made serious efforts at removal.

The XC Pro FD on my commuter has the same problem, and rather than risk sacrificing the FD, I fine tuned by filing the stop cam very slightly. So I'm good as long as it stays on the same bike, and the chainline is the same.

If you're keeping this FD (or are stuck with it), install it and see how far off the limit is, and decide if you can adjust it with a file, rather than risk making the FD into junk.
