Keyword - ENFORCE - how's that worked out so far? Speed limit on my street is 35 - try it and you will have 30 cars behind you cursing, one them most likely a cop. I do about 75-80 on the Interstates here, limit is 55-65, I get passed like I am standing still and don't bother slowing down when seeing a cop because I know I am going too slow for them to bother with me.
IMHO bike paths and bike lanes are fine, but are just treating the symptoms of a much larger problem. The cure is making roads and highways (and attitudes) safe for all modes of transportation, augmented by trails and lanes for recreation and stretches where segregation makes more sense from a safety standpoint. Pigs will fly someday too.
