Early bike helmets were out padded leather and could be packed flat. Within the family we have rigid folding helmets consisting of three segments that rotate out of each other to provide full head coverage. They pack into something like an orange slice. We commonly use them in combination with folding bikes - not as comfortable as regular helmets can be, but good enough.
