I don't see what NY has to do with it; the internet is an international phenomenon, and English-speakers the world over have given the term "Fred" a new meaning in recent years. The Snob may be among the most prominent people to popularize the evolved meaning, but he's not the originator, nor does his geographical location have a whole lot to do with that.

I think "Fred" gets applied to the more annoying sects of cyclists, and I think more ppl are annoyed by a fake racer on a road bike, with expensive equipment that cannot possibly benefit that particular rider, than they are by a cyclist who put some practical accessories on his/her bike to make it more useful.

Times, they are a-changin'.
