If you look back at post
#5 , you will see the short bolt that holds the claw onto the dropout is actually in the end of the slot of the dropout itself. So you aren't missing a hole.
You should get that claw mounted first before you finalize how the QR axle is centred - as other have said it should be a touch shorter than the outside of the claw on the derailleur side and the side of the dropout on the non-drive side. And if it isn't obvious, the threaded nut for the QR goes on the derailleur side, and the QR handle on the non-drive side.
