it is a very quick and easy job for a shop

the only specialized tools needed are
a slide hammer or other crown race setting tool
and
a mitre for the steerer tube

and the brakes will have to be removed from the old fork and added to the new one
and then adjusted

i would guess most shops would charge about twenty five bucks or so
but call your lbs and ask
