One of my favorite places to ride in Tampa, Flatwoods Park, has a nice 7 mile road loop. No cars, but a few maintenance trucks that totally yield to cyclists. About as safe as you can get.
If I were to ride MTB on the trails within the same park, I'd be worried about getting bit by a rattlesnake. Seriously.
Everywhere else, yes, cars are a problem.
