I did check the headset tension, prior to loosening the stem bolts, and I noticed no play. That's why I'm confused, and posted here. Prior to posting, I didn't consider that the mechanic may have intentionally loosened the top cap AFTER tightening the stem bolts. Is there a reason why one would do this?
