Okay, you already tried a different wheel, my bad. At this point I would start looking for a loose spoke* or a crack in the rim.

*using a spoke wrench, go to each nipple and apply apply a small amount of pressure; not enough to turn a properly tentioned spoke, but enough a turn the nipple on a loose spoke.
