Addressing only the low end and recognizing that the development of 42X23=3.85mtr and 34X28=2.56, I would suggest that 36X25 which equals 3.04 is closer to an "inbetween" than 36X28 which still equals 2.71mtr (all based on use of a 25mm rear tire). I think of changes in cog size of only one or two teeth as macro adjustments and adjustments to chainring size of the same one or two teeth as micro adjustments.

But, as long as you're happy with the overlap range and increased gap between lower gears 11-28 is an extremely popular choice among reacreational cyclists.
