Although it seems like a strange design choice it goes along with the streamlined look of the bike.
I have seen inside eyelets on a couple newer bikes, I wish I could remember what they were. Maybe it's just the angle or lighting but that does not appear to be one to me. That looks more like a weld bead that has been ground down, I would think an eyelet would have a flat face and I don't see a hole in it.
