I don't know your definition of "cheap" but Mavic Aksiums have really loud freehubs. I'm talking BMX freewheel loud. I've picked up three sets over the years on CL for $100-125 depending on condition. You can score new sets for $200 during end of year sales.
I didn't know Aksiums were loud. I 've heard a set of them and I didn't they were loud. But, "loud" is subjective.

Fulcrum racing 7s are cheaper wheels...kind of heavy but they are tough. The hubs are pretty loud...have a distinct "buzzing" sound to them. At least the older ones did...my "racing 6" OEM are pretty loud...
I saw a couple posts saying the Racing 6 was pretty quiet..
