I go across the Gandy Bridge every day, if it's too windy out on the water (normally from the north in the AM) I won't bike. With panniers, that wind will try to move me into traffic and then back over the rail. No thanks... also no shelter from the wind on days like this morning + a 17 mile commute puts me in a difficult spot for gear... too much and I'm pouring sweat.
