I've seen some India specific bike forums (I was looking because I was really curious to see what we get in India). Try asking there. Which part of India are you in? When I last visited Pune, I went to some bike shops (forget the area - somewhere near the railway station I think). I saw Cannondales there, about 25-30k - much higher than your budget.
