I think the lever might still work as it uses the washer with the large tab as an internal stop that the internal limit pin hits to limit the swing of the lever. Just install the parts in sequence and give it a try...?
Only thing that might keep it from working is if the flats on the pivots do not go far enough to accommodate all the parts....
