Your frame is a match for the 1979 International. What matches is:
rear dropouts
head tube lugs
Seat tube lugs
No brazed on cable guides on top tube
seat stay caps

Your forks do not match, but I think you know that.

No other models for 1979 that I have seen comes close to matching.
