Would like help with a unique JC Higgins bike info & identification

I ran across this bike at a good old fashion barn dig and had to have it.
It was covered with at least 50 years worth of dust and grime if not more

It has been very hard for me to find any information about it but I have concluded that it is a 1960 or 61 model of course I could be wrong.
it is a 3 speed and has the numbers 50320 on the hub but no year#.
On the Bottom bracket is 503 46 260 last # could also be an 8 hard to tell and 1690205 But one of the os could also be a 9

Most interesting of all is on the seat and the fender is the National park service Department of the interior logo.

The location I acquired it from is within the shadow of Mt Rainier so one could assume it is somehow related to Mt Rainer national park but I can find no information to corroborate that.
Any information anyone could give me to further identify this bike or provide information on the the department of interiors use of such bicycles would be greatly appreciated.
