I believe a competent framebuilder could lengthen the steerer without damaging the paint. I don't know what this will cost you but you will just have to decide what it is worth to ride the bike. headtubes can also be milled down but the cups already look pretty tight on that bike. bit if it is only a mm or two it might work.
