Only Powder coat will begin to last and even that wears through after a while , with constant abrasion ,
from Pannier hooks .. then it has to be blasted off and redone.

I have a red Powder coated Blackburn Low rider set somewhere (not in Use) .


nothing will be permanent, but impermanence ..


take a simple route wash it with acetone to make it clean and oil free ,

rattle can it , then touch up chips thru the paint as they arise.
