Just quickly eyeballing the photo, and putting a pair of parallels against the screen, I suspect you're not measuring right, or maybe have these two reversed. The seat tube definitely looks (in the photo) to be shallower than the head tube. You describe it as having a steep head, so that makes sense.

Before you rcord the data make sure you have it right, lest you weld up something entirely different.
