I wouldn't think the cassette is to blame. It can't be much further outboard or it would hit the frame.
All derailleurs can only move just so far. The screws limit this further. Mine is at its actual design limit, or at least that is what I have thought up to now. I did back out the H screw and remove the cable. Then to get smooth running I had to push the derailleur with my finger to the right just a little bit. I suppose I was bending the derailleur because there was tension pushing back on me. The difference between works and doesn't work might be only 1 mm.

What's funny is there are plenty of examples of needing to adjust for a wheel change , but very few where the derailleur can't accommodate it. I'm at a loss. The hanger definitely needs a look see.
