Here are some photos of the bike in question. It's an odd mixte (a mixte mixte?), in that the split middle stays are joined to a single top tube about halfway up. I don't plan to use any of the parts that are now on it -- just the frame.
My thoughts are if you're just using the frame then I'd start with new alloy rims and pick up a dual pivot rear brake of some flavor (long reach like Tekro R559s if needed).. The current brakes might stink, but it's not the location.
