I've found that pedals do not need to be super tight in terms of torque when you install them. I get mine just a little more than hand-tight and I've never had one back out. So if you tap new threads in the crank, then it will probably be fine.
I agree and have never installed pedals super tight and have never had one come loose or damage the threads. However, that's for cranks and pedals with good threads. Threads that are already damaged or compromised may not be so reliable.
