A 2 part epoxy will probably work to attach the washers but it won't provide much more than a cosmetic fix. It won't strengthen anything.
I believe the OP intends that the washers will add the reinforcement and the "glue" is just to keep the washers in place. I agree with dbg that a replacement bracket is a better fix if one can be found or made.
