Acetone will dissolve super glue and free up the lamp. If the lamp housing is metal, that's your solution. If it's plastic, the Acetone will probably damage it too.

Despite the name, "J B Weld" is nowhere near the strength of the base metal or a true weld. It will add a bit of strength but only a bit. A new bracket is the real fix.
