Depends on your perspective... if you're really Russian then you should use little air quotes around the word "cold" when southern californians are discussing weather. It's likely to be around 40 at the start though.
It would not be cold for him if he could wear his tulup, valenki and ushanka ... but it would be pretty hard to ride a bicycle dressed like that.
