If there's on lesson to learn from the above babble, it's that you shouldn't just blindly follow what he says without doing your homework as well. But crap, you should do that in all walks of life, and you should even do it if your coach has one of those magical licenses.
Maybe he is, maybe he isn't training for the Worlds. We don't know his potential, and a less experienced cyclist without the skills necessary to help him realize his potential with have the same sort of thoughts as you. Some people, no matter how well-intentioned they are, just have an amateurish way of thinking and approaching subject matter like training, and that is what separates coaches from non coaches. And no, you shouldn't blindly follow what the coach says- I think you should do your own research and involve yourself in the process, not sit around like some butt monkey waiting for someone to map out your life. But with a good coach, you shouldn't HAVE to research anything- that's why they get paid... to give you the information you need so you can excel at whatever you do.
