Bikes: A bunch of vintage Schwinns. Plus a 74 Peugeot, 75 Motobecane Grand Jubile, 80 Raleigh Competition GS, 85 Trek 660, 91 Serotta Colorado II, 92 Bridgestone MB-3, Rivendell Hillborne, All City Space Horse, Big Block and Nature Boy, Salsa Mukluk & TJack

Interesting stuff - I'm definitely doing some sketches at my desk this afternoon to get this all to make sense.

I too had to re-measure to make sure it was a 25" - it is. As other posters mentioned above, there is definitely a ton of fork clearance for fenders and the BB does sit lower than others. Guessing the combination of these characteristics offers a more stable ride under a touring load.

It does sit a bit lower than some of my other 25" bikes - that may change a little when I add some big Panaracer Paselas. Because I like pictures, even bad CL ones, I've added the original shot of the bike from the ad.
