Remove the tire and rim strip. Wrap a string around the inside. Measure, divide by pi, and add about 3mm (for 2X nipple inside height)

Thanks Ex Pres, but I'm afraid they are. IIRC the Roval spokes are fastened with small nuts on nylon washers that are inside the box section. Something like this:
