How "rough" are your roads and what size tire are you going to use? A little "fatter" tire absorbs a lot of the jolts.
My hybrid has 15-16 DB for the 3 "other" positions with 14-15 DS.
LOL, anyone who lives in a fairly rural area of michigan will understand that some of the "Paved roads" are merely one step away from being gravel roads.
With the particularly harsh (Wet and Cold) winter that we have had this year, I am anticipating plenty of potholes. Usually not really deep holes (about an inch) but very frequent. I am currently running a 700x28 Panaracer Pasela TG tires @ about 75PSI on this bike, and I may be able to go a bit wider, but I would likely need to change something in the brakes to get clearance around the pads.
I have heard of the hybrid wheels with different spokes DS versus NDS, but I don't think I ever fully grasped the reasoning and method of doing so.
