It could even be a 26.4 stem; Cinelli bars and stems are 26.4, and both Cinelli and 3ttt are Italian.

Shim the handlebars. You can buy a shim, or you can use a beer can. Finish the beer. Cut a strip of the aluminum can narrower than the width of the stem clamp. Pry or wedge the stem clamp open, wrap the bar center with the aluminum, and shove it in there. It will fit more tightly now. You may need a second shim if you have 25.4 bars in a 26.4 stem. If so, finish another beer.
