Actually,the 5c bag tax here in DC seriously cut back on the number of bags being used. Before it went into effect,many people were complaining in the local blogosphere about 'the high cost';they were losing it over a nickle. Just look at how many items cost $X.99 rather than the next whole dollar. Money can be a
huge motivating factor.
