One of my friends/shop manager in the 80s, had a Mercian .. made as such .. rear opening dropout
with a mud guard mounting hole (dropout outline cut to have abundant room for the hole.)

rear bridge & fork clearance for a side pull brake,and mudguard eyelet on the front.
