That's a bit of cherry picking. Another stat I saw from a LAB source was national and ascribed about 60% of fault to cyclists. I give that one more credence after seeing a lot of behaviors on the part of cyclists. Even the author of the article mentions the fact that there are a lot of unsafe cyclists.
